Everything that is in English is correct. "Pho Bich Nga" is Vietnamese. Same as the Fuk Hing sign, Fuk Hing is Chinese. Funny foreign languages yes. Poor English skill no. It's clearly wrong to say they are weak in the English language just from that. Nobody is going to alter their own languages just because some words look funny in English.
