Actually I don't blame the school for taking this measure. In the US they would just raise the price of lunches, but in Japan the price is fixed and they cannot operate in the red. It is sound fiscal managment. I think we are going to see this in the US in the near future. School boards are going to have to think about shortening school days to cut down on heating costs and on fuel costs for bussing kids back and forth to school on sub-zero days.
