It takes a certain amount of voltage to press across any resistor (body) in this case. The voltage most people can just feel starts at around 60. Ameres, a measurement of electrons present in any current electricity. Current is electrons moving from negative to positive under pressure, or voltage. Wattage (or power), is volts times amps. It takes quite a large power factor to kill someone, and you NEED enough voltage first to make it get across the body, or you will end up with an open circuit, no flow of electrons. the puppy that was killed by electrocution probably came into contact with the AC input and the return. Normally, this voltage just "shocks you", but people have been killed by it in wet conditions which promotes conduction. PS: pure water cannot conduct electricity, it needs "dopants" (impurities) to conduct, it is only a catylist, not a conductor. Kind of like Oxygen and accetylene, the oxygen will not burn, but greatly increases the fire temperature of the flamable gas.

It sounds like he had a fight with his girlfriend and
she shoved a bare power supply, up his butt and
he got toasted.
