Just because their population is declining with youth, sex with minors is NOT OKAY. Sure, they can encourage sex all they want, married or not, but with minors at age 12 or 13?! Honestly, it's a person's own will and decision for their consent of sex, but truthfully, how can they let someone violate their body before they even know what true love is? I really do think sex and having a child between two people is only because they truly love each other, whether they're married or not. But encouraging minors to have sex and contribute to the declining population is no different than randomly breeding dogs to sell their puppies for a profit.
