In Xinjiang, many of the ancient towns and cities have huge throughfares ploughed through them and garish chinese apartment blocks lining the roads. Behind them traditional mud-brick roads lurk so as to give the impression of a prosperous Silk Road. the Governement should realize that people are not stupid, and they will get further by trusting the people and working with them to improve their lives. Nobody likes to live in Squalor as you've just mentioned above, so why justing hiding the poor with a blanket is not going to solve the problem in the long term.
