It means “No passing†(“Overtaking Prohibitedâ€ÂÂ).
The picture is referring to someone cutting off someone else while driving.

I think it means, “Do not pass traffic on the left.”

I can't read it and I can see it has something to do with not passing other cars- possibly from the left.
